This Caltrans project is intended
to develop, test, and recommend Best Management Practices (BMPs)
to control pollution from highway stormwater runoff. RBF Associates
is the prime contractor. Initial study areas were Los Angeles and
San Diego. After installing, and evaluating BMPs in those areas
a manual for statewide BMP implementation was developed. Working
for RBF, .JNE & Associates, Inc.
Environmental Projects - (JNE) provided professional
research and investigation services to assist in establishing
a baseline set of reference materials and historical data relative
to selected lagoons and streams in San Diego County. Research
data
included information concerning water quality and biology of
the selected receiving waters. Work included selecting sampling
locations
within the selected receiving waters and assisting in the development
of a stormwater sampling program for the BMP testing program.
In addition, JNE assessed the BMP Pilot Program sites in Los Angeles
and San Diego to determine if they contained jurisdictional wetlands
in compliance under the authority of the US Army Corps of Engineers
or the State Department of Fish and Game. Work also included a
review of the sites and the proposed construction drawings to ascertain
if the proposed construction would be in conflict with the provisions
of the Endangered Species Act.
