The San Diego Region of the California Regional
Water Quality Control Board (RWQCB) adopted and issued Board Order
98-21 (B.O.) to Teledyne Ryan Aeronautical (TRA) May 13, 1998.
The purpose of this order was to set standards and conditions
by which the Convair Lagoon sand cap shall be maintained, monitored
and reported on to the RWQCB.
The sand cap was constructed to encapsulate PCBs found in the
Lagoon sediments in the mid 1980s. Construction was completed
in June 1998. JNE & Associates conducted monitoring and reporting
in accordance to the descriptions contained in B.O. 98-21. This
included visual inspections, sediment sampling and analysis, biological
tissue sampling and analysis, and storm drain sampling and analysis.
