Manchester Resorts' expansion of the existing
Grand Hyatt Hotel located on San Diego Bay includes an elevator
shaft and service corridor located 30 feet below sea level. To
construct the below ground sections and elevator shaft, it was
necessary to dewater the construction site. The hotel construction
site is immediately adjacent to an old gasoline station site and
the former San Diego Police Department Headquarters. Both facilities
included underground gasoline storage tanks that leaked and contaminated
the surrounding area. Contaminated soil and groundwater existed
on the Hyatt construction site, as well as in the cone of influence
for the proposed dewatering.
JNE & Associates, Inc. was responsible for obtaining the NPDES
permit to discharge the groundwater. This included working with
the contractor to obtain appropriate treatment systems for the
discharge. The project discharged up to 500,000 gallons per day.
JNE was responsible for all chemical monitoring of the discharge.
This includes extensive heavy metals and hydrocarbon testing as
well as chronic toxicity testing. Reports were submitted monthly
to the Regional Water Quality Control Board.
