The Rancho Santa Fe Golf Club
proposed to renovate the section of La Orilla Creek channel running
through the course. The purposes of the project were repair channel
bank damage created during the 1997-98 storm season, and improve
flood flow through the area. The project design included renovate
the existing creek bed, create two desiltation basins to trap sediment
before entering the creek, stabilize an embankment with a keystone
wall, and create natural wetland filtration reaches in the creek.
La Orilla Creek empties directly into a sensitive coastal lagoon.
JNE & Associates, Inc was responsible for preparing the Best
Management Practices (BMP) plan for water quality certification.
The plan included site-specific procedures for use during construction
to avoid impacting water quality downstream of the work site. The
BMP plan was accepted by the Regional Water Quality Control Board
(RWQCB) and used during construction.
The RWQCB was concerned with bypass pipe aspects of the design.
JNE worked with the project proponent and the regional board to
ensure the bypass system was designed to function as part of a
constructed wetlands water quality treatment system.
